How to Change your IP Address Without a Proxy

Most isp's don't give out static ip addresses unless you pay extra for them.

Changing your ip for people with routers (specifically D-Link or Linksys routers i know this method for sure works.)

 If you are using a router, i know linksys and dlink have the option of cloning your pc's MAC address, If you haven't already cloned your PC's MAC address, this will work for sure.  Clone it and then Renew your DHCP lease( if you don't know how just clone it and then unplug your router and cable modem for a few seconds then plug them back in)  now you have a brand new ip address!

Changing your ip for people with just modem's no routers.

 Just leave your cable modem unplugged while you are away from the house,  then plug it back in later and just maybe your ip address will change.  You can use www.myipaddress.com to check what your ip address it at the moment.

is it important to change your ip too pften even when you are not involved in some kinda hacking or somethin ?

If some one threatens to hack you the first thing I would do is this. If your ip is black listed you will want to do this. If you just broke up with your hacker gf/bf Id do this. If your lagging really bad try this.
