I doubt Youtube will ever be able to close all the holes it has that users use to download their streaming videos. There will always be ways to exploit a digital system. If they try to create a new video player and file format, users will just release a new player that will play that file format.

For many years now Youtube has already made downloading their videos very aggrevating. To this day they continue to drop UDP packets so that you will never be able to view the video at the video's original quality. This makes it so that everytime a video is copied and reposted, the video's quality becomes increasingly worse until the video is unviewable. This has already kept a lot of video's from being downloaded.

So how can Youtube make it impossible for people to download their videos? They would simply have to shut down their site or not stream videos at all.
