T. Boone Pickens had to delay his plan to help give the U.S. gain energy independence because he isn't sure If the Smart-Grid is going to be up in time before he completes the project. So for now he's calling it off, but he is only delaying the project. The Smart-Grid is legislation that needs to pass. It will help make it so that wind farms and solar farms will be more profitable which means energy will be cheaper. Energy is one of the most important things a nation can produce to help it's economy. We need to upgrade our grids technology so that we can distribute power to areas where it's needed no matter the distance.
